Rules for Basket Ball

The competition shall be held in accordance with the General Rules of the Games and those of the International Amateur Basketball Federation (FIBA).

1. Each team shall consist of not more than 12 players, one of whom shall act as captain (mixed teams may participate).
2. At the beginning of the Games, each team shall submit to the host organization a list of its players, which shall include the number of each player and the colour of the team's uniform. Thereafter, changes in the designated number for each player shall only be made by agreement with the discipline coordinator.
3. The host organization shall designate two referees for each match from among active members of the FIBA affiliated basketball association of the host country, or officially licensed referees of other countries, or, in consultation with the discipline coordinator from players not competing in a match at that time.
4. The host organization shall provide regulation size balls.
5. The host organization shall draw up the schedule of matches in accordance with paragraph 11 of the General Rules of the Games.
6. The competition shall be organized on the basis of two rounds as follows:
   1. Round 1: In the event of five or fewer teams, each team shall play the other teams in a first round. In the event of six or more teams, the teams shall be placed into Groups on the basis of the teams’ standing in the previous year’s competition. The number of Groups shall be determined by the number of competing teams so as to ensure that no Group has more than four teams. The first Group will include the previous year’s Champion and Third-Place teams, and the second Group will include the previous year’s Second Place and Fourth Place teams. All other teams will be grouped in accordance with paragraph 11 of the General Rules. Each team within a Group will play all the other teams in that Group. The winning team shall be accorded two points. In case of a tie, each team shall be accorded one point. Failure of a team to be present or to continue a match will result in a forfeit, with the other team being awarded two points. The classification of teams at the end of the first round shall be determined by the total number of points. In case of a tie, the rankings shall be determined on the basis of: a) the direct match (when only two teams are involved) b) followed by the difference in goals scored and c) goal differentials for all matches.
   2. Round 2: The top ranked teams from the first round shall play semi-final matches, to be followed by a Championship match and a Third-Place match. In the event of five or fewer teams, only the top four teams shall go on to compete for the Championship and Third-Place. In the event of six or more teams, according to the Groupings described above, there shall be semi-final matches involving the top two teams of each Group. Winners of the first Group will play the second place teams of the second Group; and winners of the second Group will play the second place team of the first Group. The top two teams after these matches, based on the point system described above, shall play for the Championship and the next two ranked teams will play for Third Place. In the event of ties at the end of regulation time during this round, overtime periods of five minutes shall be played to determine the winner.
7. First round matches shall be two halves of 12 minutes each; the time may be lengthened to either 15 or 20 minute halves in the event of fewer than six teams participating, with the agreement of all team captains concerned. Semi final matches shall be two halves of 15 minutes each; the Championship and Third Place games shall be two halves of 20 minutes each. Half times shall last for 5 minutes during all first round and semi final games, and 10 minutes during the Championship and Third-Place matches. Each team shall have one time out per half, except for the Championship and Third Place matches, during which each team will be allowed two time outs per half.
8. Each player will be permitted a maximum of four personal fouls in all games of 12 minute halves, and a maximum of five personal fouls in all games of 15 or 20 minute halves. In the first round and semi final matches, each team will be permitted a maximum of six team fouls per half after which the bonus rule for foul shots shall be applied. In the Championship and Third Place games, the FIBA rule of seven team fouls shall apply.
9. At the end of each match, the referees shall communicate the score sheets to the discipline coordinator, having verified their accuracy and duly signed them.
